How PHE OSES Improved Offshore Product Traceability and Supply Chain Quality

Product verification strengthens offshore supply chain quality

How Product Verification Strengthened Offshore Supply Chain Quality

PHE OSES partnered with Swagelok Indonesia after identifying potentially non-genuine components during an offshore SCADA modernization project. The collaboration expanded from component evaluation into a broader product verification initiative that strengthened documentation requirements, inventory verification, contractor oversight, and product traceability practices.

During a large-scale supervisory control and data acquisition (SCADA) modernization initiative across its offshore operations, Pertamina Hulu Energi Offshore South-East Sumatera (PHE OSES) in Indonesia encountered an unexpected challenge.

Members of the company’s Quality Assurance and Quality Control team identified potentially non-genuine components within project inventory, raising concerns about product traceability, documentation compliance, and long-term asset reliability. The organization needed a reliable way to verify installed components and strengthen confidence in the materials supporting critical offshore operations.

Expanding Product Verification into a Quality Improvement Initiative

To address these concerns, PHE OSES partnered with Swagelok Indonesia to evaluate potentially non-genuine materials and assess the documentation supporting them. Together, the teams reviewed previously purchased components and associated records.

Reviewing Inventory and Product Documentation

Swagelok Indonesia worked with PHE OSES to review previously purchased components and the records associated with them. The effort expanded to include warehouse reviews and inventory verification, helping the teams assess whether available documentation supported product origin, conformity, and traceability.

Establishing Product Traceability Requirements

The teams established minimum documentation requirements to support product traceability. These requirements included certificates of origin, certificates of conformity, production test reports, and other verification records. Clearer documentation expectations improved visibility into product origin and compliance across the project.

Strengthening Contractor Oversight and Verification Practices

PHE OSES extended the review beyond individual components by strengthening contractor oversight and incorporating more rigorous verification practices into project execution. This broader approach helped clarify expectations for product documentation, authenticity, and quality assurance.

Results: Stronger Product Traceability, Compliance, and Quality Assurance

The initiative produced benefits that extended well beyond the original investigation. Potentially non-genuine products were identified and replaced, reducing supply-chain risk. Documentation and traceability requirements were strengthened, improving visibility into product origin and compliance.

Contractor expectations became more clearly defined, while broader awareness of counterfeit and refurbished products helped reinforce quality assurance practices throughout the organization. Direct collaboration with an authorized source also increased confidence in product authenticity, reliability, and long-term performance.

Since partnering with Swagelok Indonesia, we have consistently received high-quality products with safety as their top priority,” said David Yulian Kusuma, Quality Assurance and Quality Control Assistant Manager, PHE OSES.

“One of Swagelok’s key advantages is its limited lifetime warranty, a level of commitment that very few vendors can confidently offer.”

Applying Product Verification Practices to Future Offshore Projects

The lessons learned during the SCADA initiative continue to influence how PHE OSES approaches projects today. Verification requirements, documentation expectations, and product traceability practices established during the project are now being applied to future developments, including the Risma Field Development project and improvements to the Zelda Platform A-01 project.

What began as a concern about a potentially non-genuine component ultimately led to stronger verification practices, improved supply-chain transparency, and more rigorous quality requirements across the organization. The project demonstrated how product verification can serve as a catalyst for broader operational improvements that strengthen confidence in critical offshore assets and the systems that support them.

“When you choose Swagelok, you are not just purchasing a product but investing in safety,” said Kusuma. “With proven material integrity, precision manufacturing, and rigorous testing, quality and safety go hand in hand. In offshore operations, that confidence is invaluable.”
